뉴저지에서 21세 미만이 운전면허를 취득하려면 최소 50시간 이상 도로주행 연수를 의무화하는 법안이 탄력을 받고 있다.
19일 열린 주하원 지역발전위원회는 21세 미만 운전면허 취득 절차 강화 법안을 통과시켜 본회의로 보냈다.
이 법안은 뉴저지에서 21세 미만이 운전면허를 취득하기 위해서는 3년 이상 운전 경험이 있는 21세 이상 운전자의 감독 하에 최소 50시간 도로주행 연수를 완료해야 한다는 내용이 골자다. 연수 시간 중 10시간은 야간에 이뤄져야 한다.
또 법안에 따르면 연습면허 발급일로부터 6개월 이내에 도로주행 요건을 완료해야 한다.
여성들이 활동하는 인터넷 커뮤니티에 운전이 미숙한 여성 운전자들을 향한 따끔한 충고와 비판이 나와 공감대가 형성되고 있다.

글쓴이 A씨는 최근까지 자신이 겪은 일들을 하소연하며 “연수를 더 받던 매너를 배우고 (도로에) 나오라”라고 일갈했다.
그는 “신호만 지키면 다 되는 것이냐”면서 “운전을 오래한 사람도 ‘감응신호’ 뜻도 몰라 깜짝 놀랐다”고 했다.
‘감응신호’는 도로의 불필요한 신호대기를 줄이기 위한 신호 운영 시스템이다.
이어 “일부러 그러는 건지 주차는 아무데나 하면 된다고 생각하는 건지 좌우회전하는 곳에 차를 주차하기도 한다”며 “여성운전자를 비하하는 건 아니지만 화가나 쫓아가면 다 여자였다”고 푸념했다.
그는 “(운전에 미숙한 여성운전자들은) 수입차 갑질보다 더 짜증나고 위험하다”며 “마트에서 ‘긁튀’(가벼운 접촉사고 후 도주)당하고 나니 주차를 힘들어하는 아주머니들을 보면 예의주시한다”고 했다.
그러면서 “비보호 좌회전 신호에서 신호를 기다린다는 운전자도 있었다”며 “위험하게도 1차로 서행도 한다. 역대급이었던 건 주차장 경사로를 오드던 중 진입로로 나가려는 여성운전자도 있었다. 조금만 잘 찾아보면 되는데 (운전에) 자신 없다면 대중교통을 타자”고 주장했다.
그는 “민폐인건 둘 째 치고 사고 나서 사람이 다칠 수 있다”며 “방송에서 황당한 사고 대부분은 여성분들이다. 운전연수를 더 받던가 매너를 배우길 바란다”고 목소리를 높였다.

지난 5년동안 겨울철 도로 결빙으로 인한 교통사고 다발 지역이 17개 시·도 중 전남이 전국에서 두 번째로 높았고, 다음으로 광주가 많은 것으로 나타났다.
6개 광역시로만 분석했을 때는 광주가 도로 결빙 교통사고 다발지역이 가장 많았다. 광주에서는 서구 치평동, 전남에서는 목포시 상동에서 도로 결빙 교통사고가 자주 발생했다.
9일 도로교통공단에 따르면 지난 2017년부터 5년 간 전국 결빙 교통사고 빅데이터를 분석, 전국 결빙 교통사고 다발지역 62곳을 공개했다. 광주·전남에는 20%에 해당되는 12곳이 포함돼 겨울철 도로 결빙 교통사고 취약지역이 밀집된 것으로 분석된다.
결빙 교통사고란 도로 노면에 살얼음이 얼거나 서리가 낀 상태에서 발생한 사고를 뜻한다. 전체 교통사고에 비해 치사율이 1.5배 높아 위험성이 높다.
도로교통공단은 5년 동안 반경 200m 내에서 결빙 사고가 3건 이상 발생한 지점을 결빙 교통사고 다발지역으로 분류했다. 사망사고가 발생한 경우는 전체 사고 건수가 2건이어도 다발지역에 포함시켰다.
광주에서는 다발지역이 5곳(서구 2곳, 광산구 3곳)으로 6개 광역시 중 가장 많았다. 다발지역은 대전과 인천 각각 3곳이었고 대구가 2곳, 부산이 1곳이었다. 울산에는 결빙사고 다발지역이 없었다.
광주지역 최다발구역은 6건의 결빙 교통사고로 9명의 부상자가 발생한 서구 치평동 CGV광주상무 앞이었다.서구 매월동 서광주역앞사거리·광산구 우산동 극락교·광산구 우산동 우산교 부근·광산구 신가동 광신대교 부근 등 4곳에서도 각각 결빙 교통사고가 3건씩 발생했다.
전남은 다발지역이 7곳(목포 4곳, 화순 1곳, 영암 1곳, 무안 1곳)으로 경기도(26곳) 다음으로 많았다.
전남 최다발 구역은 4건의 사고가 발생해 5명이 부상을 입은 목포시 상동 맛집송가 앞 사거리였다. 목포 상동 버스터미널교차로와 예닮치과병원 부근, 옥암동 이마트 목포점 부근에서도 각각 3건씩 사고가 발생했다.
또 화순군 이양면 오류교 부근·영암군 영암읍 두레 박기사님식당 부근에서도 각각 3건씩 사고가 났으며, 무안군 해제면 양간사거리에서는 2건의 교통사고가 발생해 1명이 숨지고 1명이 다쳤다.
고영우 도로교통공단 교통AI빅데이터융합센터장은 "결빙 교통사고는 주로 지열의 영향을 받지 못하는 다리 위나 터널·지하차도 안쪽에 집중된다"며 "겨울철에는 꼭 서행운전·안전거리 유지 등에 유의해야 한다"고 당부했다
11월 들어 고속도로에서 교통사고 사망자가 늘고 있어 운전할 때 주의가 필요합니다.
한국도로공사에 따르면 11월 24일 기준 전국의 고속도로 사고 사망자는 19명으로 9월 12명보다 60% 이상 증가했습니다.
사망 사고 원인은 졸음과 주시 태만이 90%로 대부분을 차지했습니다.
한국도로공사는 겨울철에 창문을 닫고 장시간 히터를 켜면 차량 내 이산화탄소 농도가 증가해 졸음이 유발된다며 실내 온도를 서늘한 정도로 유지하고 1, 2시간 주기로 환기해 졸음을 예방할 것을 당부했습니다.
100km 이상의 속도로 고속도로를 주행하는 차량 운전자가 4초만 졸아도 100m가량을 무의식 상태로 운전하는 것 같아 유사시 대처가 어려워 치사율이 졸음운전 12.2%로 일반 사고 대비 치사율 6.3%보다 2배나 높습니다.
사고 또는 정치해 있는 차량을 뒤이어 오던 차량이 추돌하는 2차 사고는 일반사고에 비해 치사율이 7배나 높아 사고가 날 경우 안전한 곳으로 대피하는 것도 중요합니다.
경찰청이 본격적인 여름 휴가철을 앞두고 휴가 분위기에 편승한 음주운전 확산을 막기 위해 각 시·도 자치경찰위원회와 협조해 전국적으로 음주운전 집중단속을 추진한다.
이번 집중단속은 시·도경찰청의 여건에 따라 오는 15일부터 8월 말까지 진행한다. 특히 음주운전 교통사고가 집중되는 매주 금요일 밤에는 전국 일제 단속을 시행한다.
단속은 지역별로 음주운전 교통사고가 자주 발생하는 시간대와 장소를 중심으로 이뤄진다. 또 휴가철 특성을 고려해 피서지 주변이나 유흥가·식당가, 고속도로 진출입로 등에서도 단속할 계획이다.
음주운전 교통사고는 지난해에 이어 올해도 큰 폭으로 감소하고 있다. 특히 사망자 수는 전년과 비교해 지난해 28.2%, 올해 상반기 36.4% 줄었다.
다만 지난해까지는 새벽 12시부터 6시까지 심야시간대 음주운전 교통사고 비율이 줄어드는 추세였으나 올해 들어서 그 비율이 다시 증가하고 있는 것으로 나타났다.
이러한 현상은 사회적 거리 두기 해제에 따라 다중이용시설 등의 영업시간 제한이 없어지면서 늦은 시각까지 술자리가 이어지는 경우가 많아진 영향으로 보인다.
경찰청은 이 같은 변화에 맞춰 심야시간대 단속 강화와 함께 7~8월 여름 휴가철 대비 전국의 음주운전을 집중단속하기로 했다.
특히 최근 코로나19 확진자가 증가하는 등 감염 확산 우려가 큰 만큼 단속 과정에서 비접촉식 음주 감지기를 활용해 접촉을 최소화하고 수시로 단속 장비를 소독하는 등 방역 조치에도 각별한 주의를 기울일 방침이다.
경찰청은 “음주운전은 개인은 물론 가정, 나아가 사회까지 파괴하는 중대한 범죄”라면서 “휴가철 들뜬 분위기에 휩쓸려 음주운전을 해서는 절대 안된다”고 강조했다.
20일 제주서부경찰서와 서부소방서 등에 따르면 이날 오전 3시38분쯤 제주시 애월읍 고내리 애월항 인근 해안도로에서 소나타 렌터카 차량이 갓길에 있던 바위를 들이받고 전복되는 교통사고가 발생했다.
이 사고로 렌터카 차량에 타고 있던 탑승자 7명 중 20대 남성 2명과 20대 여성 1명 등 총 3명이 숨지고, 20대 남성 2명과 20대 여성 2명 등 총 4명이 크게 다쳐 병원에서 치료를 받고 있다.
차량 탑승자 7명은 제주시 애월읍의 한 게스트하우스에서 만난 투숙객 6명과 관계자 1명인 것으로 파악됐다.
경찰은 탑승자 채혈을 통해 음주운전 여부 등 정확한 사고 경위를 조사하고 있다.
이보다 앞서 지난 17일 오전 3시24분쯤에도 제주시 한림읍 금능리에서 A 씨(38)가 몰던 코나 SUV 렌터카 차량과 B 씨(54)가 몰던 승용차가 충돌해 렌터카 차량 동승자인 20대 여성이 크게 다치는 등 총 7명이 중경상을 입었다.
사고 당시 렌터카 운전자 A 씨의 혈중 알코올 농도는 면허 정지 수준이었으며, 경찰은 A 씨를 도로교통법과 교통사고 처리 특례법 위반 등의 혐의로 입건했다.
제주경찰청에 따르면 최근 5년간 제주지역에서 발생한 렌터카 교통사고는 총 3022건으로 31명이 사망하고 5285명이 다치는 등 인명 피해도 꾸준히 이어지고 있다.
이는 제주에서 발생하는 전체 교통사고의 10~15%를 차지하는 수치로 전국 평균 대비 2배 이상 높아 매우 심각한 상황으로 올해에만 이달 20일까지 총 284건의 렌터카 교통사고가 발생해 5명이 사망하고 464명이 부상을 입었다.
렌터카 교통사고의 주요 원인으로는 개별 여행·소규모 그룹 여행 등 여행 패턴의 변화로 렌터카 이용객이 급증하며 운전 경험이 적은 운전자들의 이용률이 높아진 점과 초행길임에도 여행지에서의 들뜬 마음에 과속이나 음주운전 등을 일삼는 무질서한 운전자들로 인해 교통사고 발생률이 높아진 것으로 지목되고 있다.
제주자치경찰위원회는 지난 3월 유관기관에 '렌터카 교통사고 발생 예방대책' 마련을 주문하고 교통사고 다발 지역에 대한 도로 구조·시설물 개선과 유관기관 간 유기적 협조 및 교통안전 홍보를 강화해 왔지만 렌터카 교통사고는 여전히 이어지고 있다.
도로교통공단 제주지부 관계자는 "제주의 날씨·커브길·회전교차로 등 낯선 도로와 운전 환경에 대해 렌터카 운전자들이 충분히 인지할 수 있도록 차량 출발 전 필수로 안전 교육 영상을 시청하도록 하는 등의 대책도 필요하다"며 "무엇보다 면허 취득 단계에서부터 자격을 강화하고 운전자 스스로도 안전운전을 생활화할 수 있는 노력이 동반돼야 한다"고 강조했다.

특히 CNS 설비의 경우 2018년 7월 이후 하나로 가동 중단 7회 중 5회의 원인이 될 정도로 민감한 장비다. 원자력연 관계자는 "외국에서도 CNS 설비 문제로 1년에 3~4번씩 원자로를 정지시키는 상황"이라며 "다만 해외의 경우 시설운영책임자의 권한으로 바로 재가동할 수 있다"고 말했다. 독일 'FRM-II' 미국 'NCNR', 프랑스 'HFR', 호주 'OPAL' 등 하나로와 유사한 연구용 원자로에서는 비안전계통 실험설비의 이상이나 고장으로 인해 원자로가 정지한 경우 문제 해결 후 바로 재가동이 가능하다.

주한규 원자력연 원장은 지난달 21일 열린 기자간담회에서 "지난 몇년간 탈원전 기조 아래 안전 심사 기준이 높아져 정지만 되면 아무리 사소한 것에 의해서도 한국원자력안전기술원(KINS)의 조사, 원자력안전위원회의 심사를 받아야 한다"며 "합리적인 안전기준을 적용해 하나로의 이용률을 높이고 우수한 연구성과가 나오도록 해야 한다고 생각한다"고 말했다.
원자력안전위위원회는 "상업용 원전과 다른 연구로의 특성을 고려해 규제수준을 합리화해야 한다는 의견에는 원칙적으로 동의한다"며 "하나로 운영자의 자구책 마련을 위한 노력과 병행해 그동안의 불시정지 발생 원인, 운영자의 개선 노력 등을 종합적으로 고려해 규제수준이 합리적인지 다시 한번 검토하겠다"고 밝혔다. 원안위는 지난해 3건 등 불시정지가 발생한 상황에 대해 하나로 운영자에게 개별 사건에 대한 땜질식 처방이 아닌 종합적이고 체계적인 근본대책 수립을 요구한 상황이다.
